Acts Housing, a non-profit social enterprise with a mission of empowerment through homeownership, has helped more than 2,600 families of low-to-moderate incomes to become sustainable homeowners in Milwaukee. Acts’ specialty is helping families purchase and repair vacant, vandalized, foreclosures, by providing a combination of counseling, real estate, and lending services. Families who complete the Acts program typically save at least $100-$200 monthly, while creating a foundation for their family and improving their blocks and neighborhoods.

Acts’ unique approach of supporting homeowners, which has a long-term 94% success rate, has gained the attention and support of local stakeholders and the organization is poised to greatly expand on its existing work in Milwaukee. Acts, which just completed a $2.2 million capital campaign, also just launched a fully- funded, five-year, $2.9 million initiative in Beloit, WI, with a goal of assisting 150 families to become homeowners. Increasingly, Acts is fielding requests from communities across the Midwest and other parts of the country to bring our approach to their cities. The organization anticipates additional expansion opportunities in the coming years, while greatly improving and increasing our ability to help Milwaukee renters transition to homeowners.


The Chief Development & Marketing Officer (CDMO) leads Acts’ fundraising, marketing, and program evaluation efforts with the support of what is presently a three-person department. The CDMO will develop the long-term staffing structure for the department and also be a leading voice in Acts’ expansion strategy.

The CDMO is responsible for ensuring sufficient philanthropic support for Acts to continue its aggressive path of impact growth, both for our existing offices in Milwaukee and Beloit, WI, and for potential expansion sites:

  • Create, oversee and implement an annual fund development plan.
  • Serve as Campaign Director when a major initiative is underway.
  • Cultivate, solicit, and steward a significant portfolio of donors and prospects.
  • Serve as staff lead for development and event committees, and leverage the talents of those individuals and other board and committee members to support fundraising efforts.
  • Develop stewardship strategies and programs to build donor loyalty and incrementally grow annual, major and planned philanthropic support.
  • Oversee Acts’ annual fundraiser and other organizational events, such as tours of homes.
  • Develop tools, metrics and resources to monitor prospect and donor engagement and activity and other best practices
  • Leads Acts’ volunteer programs as a way of supporting Acts’ homeowners and engaging with potential supporters.

The CDMO spearheads marketing and communication efforts:

  • Create, oversee, and implement an annual marketing plan.
  • Determine cost effective approaches to attract potential program participants, including referral programs, digital/social/and other paid advertising, community outreach and events.
  • Attract earned-media that can elevate Acts’ profile among potential program participants and supporters.

Acts’ ability to demonstrate that we utilize donations efficiently and effectively is very important to us. To accomplish this, the CDMO will oversee our program evaluation work:

  • Serve as liaison for academics and other third-party evaluators that are assessing our work.
  • Engage Acts’ Homeowner Advisory Board, learning from their experiences, and sharing learnings throughout the entire organization.

The CDMO is an executive leadership position that reports to the Executive Director.


Candidates should have ten or more years of professional experience and a proven track record of managing a successful fundraising department and/or business development team. Additional background in marketing and/or impact analysis would set a candidate apart and be particularly valuable.
